Depends on what lights you choose... They start at around $20/pair and the sky is the limit on what you can spend on high end lights.

Depends on what you want. If you want something less expensive, the Hella's seem to be a popular choice, or get in on one of the deals offered by Automatcentral.

First, decide on a budget, then a usage and it will narrow down your choices dramatically. You've basically got halogen, HID and LED to choose from. If you plan on cycling them on and off frequently (say to use them on the road where you'll be turning them on and off whenever traffic comes along), then HID's are not for you since the ballasts don't like that. LEDs offer great lighting, very low electrical draw, great durability but they're expensive as hell. Halogens have been around forever and can very a lot in price.

Lightforce offers some great halogen and HID lighting. PIAA is alright, I've got 4 of their lights, they look great, have a nice beam pattern but the company has a crappy attitude toward customer service and the other components of their kits are junk, Hellas can be retrofitted with HIDs to make some pretty badass lighting also.
