Fuel issue

    Recently turbocharged 99 Tacoma 3rz
    Hi, new to the group and was hoping to find some answers here. I have a 99 Tacoma that won’t stay running it starts up fine however dies within two or three seconds. If I put my hand over the air cleaner ducting to restrict airflow I can get it to stay running. I replaced the iac and Vacuum lines but still same thing. I went to test fuel pressure and get 0 psi with ignition on. Could this be my circuit opening relay?

    Okay so I got that all figured out but now I can’t get it to idle any lower than 1800. Any suggestions?
