Getting caught between gears

Trd off road

I drive a 2014 tacoma off road automatic with trd exhaust from 30 to 40 mph (city driving) usually. around 35 mph it shifts gears. So the engine is constantly shifting gears. High revs, low revs, high revs, low revs. Sometimes Pressing the gas right when it's changing gears. it just seems weird to me.
