Getting rid of little rust spots on bumper

    so I've only had my tacoma for a couple weeks now and the guy before me must have fun right behind a sand truck or something because there are little rust spots on the front bumper. I want to take care of it as soon as possible. Can someone give some input on best way to do this? I was planning on sanding it down best I could and using a primer and some color match paint. All stuff from advanced auto cause I don't want to take it anywhere to get it done. Here is the best picture I have of it right now.
