For anyone who has this problem in the future:

Google Play Music > music settings > allow external devices to start playback turn this on > attempt > if on > turn off > re-pair phone to Entune

I'm sharing this because it wasn't easily found and someone on another forum gave me the solution. I don't want others to have to struggle like I did.
