So what did the OP decide after all of the suggestions and more research?

1 Queen size sheet (400 thread count at least)
    1 cup mineral spirits
    1 cup boiled linseed oil
1 ounce mineral spirits and 1 tea light sized candle.

Wash the sheet and then put it in the dryer on the highest heat setting to shrink the threads.
grind up the tea light and dissolve in mineral spirits. mix with 1 cup mineral spirits and 1 cup linseed oil. mix it up REAL good and dunk the sheet in it. Mix more up if you need depending on how thick the sheet is (or just prep twice the amount just in case). Hang it to dry for a few days and then grommet the ends. The wax helps to fill up any gaps in the sheet threads. buddy said use more mineral spirits if it's humid to help dry out the linseed oil so it's not tacky. I've never made one myself but I was camping with a buddy last week who used one that he made.

It's as light as the sheet you used, folds up as small as a queen size sheet, and boy is it quiet. It's a little stiff and has a slight stickiness to it, but I can't call it tacky. It shed three days worth of rain as well as my $12 walmart tarp but it folded up much smaller and was real quiet in the wind. I'm going to have to mix one up myself.

It's a hell of a lot cheaper than a kelty, and I wouldn't have to worry about embers from the campfire poking little holes in it since it only coast him about $20 to make.

I've seen mixed reviews of the homemade oil cloth, but I'd have to think that the threadcount of the sheet makes the big difference.
