ALL big city cops act like an occupying enemy army. It is just the way it is. It is not the individual cops fault, it is systemic in the culture, they become forced into acting that way because of so much exposure to criminal conduct. Any one of us would eventually behave the same way if put into that situation.
You might be shocked to learn that their primary directive is enforcement of the law and second protection of each other and NOT protection of the public.
So if you want to stop being harrassed by police, the best solution is to move to a red state rural area where the cops are more in touch with common sense and not as likely to be an anger saturated enemy of the public
My guess is that this officer or one of his luv'd ones just got a broken windsheild .
Best solution would be to just temporarily correct it to get it signed off , then put your wide tires back on.
If you check the code for mud flaps it most likely includes "insufficient mud flap coverage" , and because the L.E. and justass system is designed to protect the government and not the public , a judge will have a bias to side with L.E. in most cases and will retaliate against anyone who tries to stand up to the idiocracy.
On the bright side, you can use this as a ploy to get out of Jury Duty when they ask "is there any reason you may not be impartial", answer, " based on personal experience, I have no faith in police or the justice system" and when the judge threatens you with Contempt of Court" just answer " but you instructed me to tell the truth, the whole truth and nothing but the truth ( works for me every time )

I am actually thankful sometimes that we have codes and people brave and mentally stable enough to enforce them. It would be better if people used common sense but oh well ,
my last Tacoma was throwing rocks and mud back at me off the front tires so I got some Bushwacker flares before I got a ticket, I guess that makes me special
I have noticed that the supply chain is dismal with offerings of mud flaps. Fender flares aren't quite as hard to find.
Mud flaps are extremely hard to find probably because they are very unpopular, and they keep getting ripped off when you back up and hit a rock, it might even destroy a fender
even Tractor Supply and the Auto Parts stores have none , and any mudflaps available are pretty badly designed. I havent seen any at the 4x4 suspension shops except https://www.4wheelparts.com/b/towing/mud-flaps/_/N-cm56r . Trucks stops and Semi Truck dealers Might have a few. OEM is usually a bikini joke for stock tires and way overpriced
Best selection of mudflaps I have ever seen was at Iowa80 truck stop : https://iowa80truckstop.com/experience/#custom-shop
t would be cool to have mud flaps that pick themselves up when you put it in reverse

Despite this being a 12 y/o Hawaiian, wish we had this enforced in AZ. The amount of broken windshields would probably be cut in half!
