Being as you are in California shorty headers are about the only option if you want to stay smog legal. I installed a set of doug thorley shorty headers years ago and I like them. Have to be welded at the cat though so going cost few hundred buck at a muffler shop unless you are handy at welding. Paired with my exhaust it sounds way better than stock and I don't have to mess with swapping headers every 2 years. Jba makes a set also but the popular opinion is the thorleys are built better a little better. I read a post some time back a guy dynoed a set on an fj and they did make power especially in the mid range. I get compliments on my 05 x-runner on the exhaust all the time, I had the catback exhaust first then the headers later and sounds it deeper with better tone all around vs stock manifolds.

https://www.lceperformance.com/category-s/21040.htm I installed their exhaust header on my 2TR-FE engine and it breathes so much better! 40% larger cross section, ceramic coated and LCE includes OEM hardware.
Read the installation instructions several times before ordering so you know what you're getting into (besides dealing with the removal of hardware corroded with age). Have fun, always!

P.S. Look at whether it fits the 1GR-FE. That's all you need to know. If you have questions, call the manufacturer. They're happy to help you.
