1st off, i have noticed over time that my 2001 tacoma's headlights have gotten dimmer and dimmer and not its gottem to be where they are no brighter than the daytime running lights. do i just need new bulbs or is there another issue?
2nd- how do i disable the daytime running lights?

First thing I would guess, is maybe the lenses are getting discolored. Or, you could have a bad ground going to the headlights. Or you really could have bad bulbs. These would be a good place to start.

there is some ware on the lenses but nothing to where it would be blocking the light to nothing more than the DRL in my opinion. anyone know where the ground could be? i guess it could be dirty because i use to do a lof mudding up until a few years ago but they have worked fine until recently when i have noticed that they were unusually dim and now they are virturally unnoticable
i have read that the HID lights last about 2,000 hours and the truck is a 2001 and they are constantly on due to DRL

They are HID? Did you buy cheap ones of e-bay? I wonder if your ballasts are going bad. If you wired them in series with each other it's possible you could have damaged them as well, from what I understand they're going to have a specific amperage tolerance and wiring them in series with each other or into another circuit with an additional load could have damaged them.
