No! Blue wire is ground... It needs to be grounded to the truck somewhere. Red for the relay and green for the switch are the only wires that are hot and should be the only ones connected to the battery. The black wire from the relay should connect to the positive for the lights.

On the switch... Ground prong 3. Connect prong 2 to pin 86 on the relay. Connect prong 1 to the battery.

Test them. Touch the positive wire of the light to the positive post of the battery. Touch the negative part of the light to the truck somewhere to ground it. Should come on

yea to test them just take the light, put the red wire to positive battery teminal and black wire to negative terminal. if it lights up the lights are good, if not, then take them back.

yea and you dont actually have to use the relay to wire them up anyway.. I have 2 hella 700ff's that i converted to HID and I'm not using a relay. I have a factory fog light switch so that complicates it a little, but just run a wire from positive terminal on the battery to an in line fuse and from the fuse to the power input terminal of the switch, then a wire from the power output terminal to the red wire on the lights. ground the black wire from the lights to some metal on the truck.. usually you can find a bolt somewhere near the lights that you can loosen up enough to slip the wire into and then tighten the bolt back up. or you can even just run the black wire on the light all the way back to the battery and attach it to the negative terminal

You can run it without a relay, but it is very stupid to do... I highly suggest that you put a relay in. You are running power through the switch itself, which is not meant to handle much power at all (just enough to light the switch). I can attest to this problem. In my infinite knowledge  I wired up my lights just like you have yours. This last fall, I was driving back home from hunting, and the energy and heat travelling through my switch eventually made the switch fail. This failure led to the switch exploding and starting a nice little fire in my cab (given it was just the switch and the wires burning, but still, this could have been a bigger problem). I have since fixed the issue. Do yourself a favor. Get yourself some cheap insurance and put in a relay.

^ depends on what voltage your switch is rated to. If your switch is rated at 12 volts then there is no problem. You just overloaded the switch.
    Good point though.

Groung the 2 black wires coming out of the lamps, run a wire from one lamp to the other, then run that one to the switch, then run a wire from the battery to the switch

If itSays ground blue, then ground the blue, but black wires usually refer to a ground
