    there is a power/fuse/combo meter/other 'main' system issue

    I just had a problem very similar to this, it was he ignition no. 2 fuse. It was the 10 amp fuse all the way on the left for me, 2nd down in the inside cab box. Located where drivers left knee is, behind the coins tray. Mine was blown, I replaced, and alls good.

    Could maybe ignition no. 1 fuse as well?

    Pull out and check boh of those!
