So I recently purchased an aftermarket front fender, hand it painted and noticed there was NO HOLES for the fender flare. Basically look for any advice/help for making these holes so that I can mount it.

A few additions to make me feel cool.
Buy a set of aftermarket flares that mount with 3M tape. Try to mount the old one with 3M tape. Or mark the the fender where the flair covers, mark the hole locations. Cover with masking tape. Measure again, use a center punch to mark them all and a new bit to drill them out. Pull the tape, touch up the bare metal and mount. If it's the punched square holes like the 2nd gen had for the clips I would say you are screwed.
If you drill into the painted fender cover it with masking tape first. This should keep the paint from cracking or chipping. Go slow.

It’s a 2nd gen with the square holes I’m pretty sure.

I mean, you could do it with a Dremel or something I am sure. Just buy a set of whole new flares. The bushwackers don't even use those holes. Just coverers them up. Most any aftermarket flares don't use those holes.

If you got a fender with no holes, you got a 2wd fender. Its the same, but they didnt come with flares. Best bet is to return it and get one meant for a 4wd truck. Or get a matching fender for the other side

Good luck. If you have the old fender mask it off and mark where it lines up. Mark the holes then transfer that to the new fender. Drill the corners of the box then use a Dremel with a little cutoff wheel to connect the dots and square off the corners and you will get it done. The trick is masking off the entire area and marking, cutting through that. It will all be covered but take your time and you will get it.

Make sure you drill the corners of your box then use the cutoff to connect those. If you take your time it will come out fine. Make sure they are dead nuts in the right spot before you cut them but if you have the old fender that should be easy. Stack some tape and mark the wheel arch. Line that up and stick it to the new fender then all you have to do it the rest. You will get it. I would use the old fender to make a couple boxes to learn before I cut into the new one also. Tools required:
    - Dremel with the small cut-off wheel attachment.
    - Center punch so the bit does not walk (preferably a spring loaded one)
    - Drill, several small bits. Like 1/8 inch
    - Good automotive masking tape. Not that blue shit from home depot for painting
