help high idle 3.4

    Hi I recently took my throttle body off and cleaned it. I also cleaned my IAC. i put it all back together put a brand new K and N filter and also did the deck plate mod now i idle around 1000 to 1200 rpm I unplugged my batter 5 times and let it sit for a while. When i put it all back together i started it up and it idles fined. took it for a drive and wont idle passed 1000rom I have put over 600 miles on it since then and it is still doing it. I noticed today when i re checked everything that there is a brown plug that a hose goes into right below the throttle body in the front of the motor where it says 3400. I The plug is off and there is some kind of metal spring and thing in there I tried to put it back on but it doesnt stay on very well. Could that be my problem? I have checked to make sure everything is tight and back together is is about -10c here but even with my truck warmed up for for half hour it still wont go down.

    will that cuase high idle if its not even on right

    so i went and put the pcv back on took it for a spin popped the hood and found there is this little arm that hits this thing and when i push on it it shuts my idle back down to 800 so i am thinking if i adjust that little arm witch looks like 2 10 mm nuts it should hit it enough to bring my idle down. I dont think it was putting enough pressure on it
