Hey DrZ I am having this issue as well. High beams work. When switc is turned on to only low beams, the high beam indicator shows but low beams don,t work... I have replaced new bulbs and checked fuses and relay within the engine compartment... I have tried to decipher the wiring diagram and opened the pdf on the inspection sheet poster earlier in this thread. Having a hard time figuring out the wiring sheet (do,nt have much experience with wiring diagrams).

My 2004 Tacoma had the same problem. High beams worked and the low beams did not. The bulbs "looked" good by eye and I didn't want to spend the $$$ money for new bulbs if that wasn't the problem. After closer inspection using a magnifier the bulbs were bad. By checking the bulbs closely first I probably saved Hours of unnecessary troubleshooting time. Even with magnification one bulb broken filament was early noticeable. Hope this helps

Just came to add another validation to the pile. Changing both headlight bulbs fixed this for me. It was strange because I first had a single headlight out and only for a couple of days before the second also went dead and because of high beams still working I thought I had a different problem. I found this post searching the web and wanted to share my appreciation by registering and confirming this also worked for me. Thank you tacomaworld!
