high idle/surging

    ive got an 01 2.7L tacoma that for the past 20k will idle at around 2k..on cold start ups it will actually idle lower at around 1500rpms..once its warm it will generally surge between 900-2000rpms. ive checked for vacuum leaks, cleaned the throttle body, ran sea foam, and read most threads on here about high idle..thinking its the idle air control valve but I don't wanna spend 250 bucks on a whim..any ideas?
