Sue the dog...well, it's owners. Dog should not be running free. The owners are liable for what it does.

I assume you are joking, but owners aren't as liable for their dogs as one would think.

Not kidding. If there are leash laws where the dog owner resides and the dog was not leashed, the owner can be held liable. It does depend on state laws and statutes. In some areas, a homeowner can be held liable if his/her dog bites an idiot trespassing on the owners property.

This question is not meant to insult your intelligence. Sometimes it's the simplest things...

Do you have the fogs switched on? It's a separate switch than just the headlights.

Again, you probably know this, but just throwing it out there lol.

Are the HID's controlled by the fog light switch? If so then that's why they aren't working. If the fog light harness is attached to the relay harness to trigger the HID's and they aren't working then the HID's won't work either because the fog light harness isn't telling the relay to turn them on.

Did you check power at fuse, relay and bulb socket?
If you have power to all 3 and new bulbs do not work then it's possible the impact messed up the bulb socket to where it's not making correct contact with the bulb. It could have also messed the wiring up where the plug and wire are attached. Without being there that's all I have.

but the dog didn't hit the truck.

    The truck hit the dog.

    So the driver is liable.

Bulbs will stop working if they take a hard hit. Anyone who's used an old school drop light knows that when you've been using it and if you're not careful when you set it down too hard it will kill the bulb. Seeing as how the dog probably impacted that area on the truck, damaged bulbs would be my guess. In college we had balcony lights that came on with a timer, when we wanted a little more privacy on our balcony we simply punched the plastic cover with a quick jab and killed the bulb. I would get new bulbs and go from there.
