I could be way wrong, or you may know better because you're Canadien where when you're born part of your after birth is a puck, but I'd think that a Conference where the numbers are lower means the Conference is tighter and therefore a better Conference.

Set amount of games.
Set amount of points per game.
Set amount of points per Season

Low Points mean everyone is winning and losing, ie. closer matches.

Maybe the west is simply the 1% Conference, or some other smart name where a few teams get points and all the other suck balls.
