Alberta was a have not for 8 years, 1957-1965. Quebec has been a have not since the equalization programs inception in 1957.
Quebec (32.7% of the "have not" population) gets 55.7% of the total amount paid through the equalization program.

My entire family grew up in the Ottawa River valley. I still have family on both sides. On the Quebec side the construction never ends, every 1/3 person seems to be on some sort of government assistance, and the only thing that any is motivated to do is complain about English Canada. Ninety percent of Quebecs current economic issues stem from extreme government corruption and collusion as well as the fallout of big business leaving Quebec after the FLQ crisis. Montreal is a rotting hulk, business wise, compared to what it used to be and over protective French laws continue to hamper investment from US and Canadian English speaking companies.

Man you opened my eyes I'm now considering moving to Alberta and enjoy the "rich culture" and wonderful history of that awesome province.I here NE Calgary is nice and cultural.

I've been to both Montreal and Quebec City many times. The history and past culture in both cities is something every Canadian should experience at least once. I always tell people they should visit Quebec, and the Maritimes, at least once to see all that Canada has to offer.

That being said, rich history doesn't pay the bills.

I'd rather live in a city where I'm free to speak and write in my home language, whatever it may be, like a true Canadian rather than be forced to do everything in another language punishable by law. Monoculture isn't culture, you should visit Vancouver and Calgary if you want to see cities that are multicultural and proud of it. Plus, they don't need laws to protect there unique cultures, they just do it themselves by passing the culture along to each generation. Most of my coworkers and customers speak a second language at home like Dutch, low German, or Japanese and have done an excellent job of passing there culture on to the next generation without silly language/culture laws. I enjoy hearing and learning a bit of each of there languages and cultures on my own terms without threat of violence or laws, maybe Quebec could take a lesson from that.
