I would make darn sure they do that test. That is the apartment complex playing cya, they should welcome you wanting to do a test. Oz is right asbestos was used in plaster and popcorn ceilings up until the mid 70's. It is no joking matter, not to somber the mood but I had a friend die of mesothelioma, 36 years old.

I had a job removing asbestos back in the early eighties. The company ran out of gloves to use. I went a couple days , I think,I ended up quitting. The palms of my hands peeled off a few days later. I'm going on 48 in Oct,my Dr said there was nothing to worry about? I still think about it. Steve McQueen died from a rare cancer, handling asbestos on the docks.

The main issue with Asbestos is inhaling the fibres

Steve McQueen was also a heavy smoker and wore asbestos fire suits when racing and stunt driving. Like Oz said, the main issue is breathing it. All though I bet it could make for some mean splinters...

Anybody a ceiling fan expert? I thought there wasn't much to them,Fk me.
The light started blinking. So I bought a new light kit. It still does it.

Not an expert, but if the new one is doing it too, it is loose wiring somewhere. Did you check the wires into the fan? I am assuming you bought a new light for the existing fan, correct?

Yes. Old fan is a nice hunter. It's been up for years with no problem. All of a sudden the light started blinking. I put it off too long. Bought new bulbs, nothing. Replaced pull switch, nothing, won't come on nothing. Bought a light kit, totally replaced original light kit,now it blinks. Just like before.

Check the connections from the ceiling to the fan to see if anything is coming undone.

Been working on cabinet doors. They're maple rails and stiles with 1/4" maple plywood for the panels. I have a total of 26 doors that I need to make and I've got 3 more to go. These are all sanded and ready for stain. I'm making shaker style doors to replace the 70's panel style doors. I wanted to use European hinges but realized after I made a bunch of them that I didn't account for the set back of the hinge so we'll be doing regular hinges. I found some slow-close stops that work with that style hinge at Home Depot.
    20130503_203038.jpg

The wife sanded and stained the cabinet face frame and painted the wall where there will be no glass tile. We don't have any more sanding to do in the kitchen so we put the old drawers back in so they're not laying around in the family room. You can see the difference in color between what we had and what we're moving toward.
    20130504_183701.jpg

I also may have to make some new drawers. I'll start on those when I finish making all the doors. I was just going to pull off the face of the old drawers but doing so damages the whole drawer because of the way they're attached. I've got 12 drawers to make and two false drawers (fronts only) for the sink area.

If you have the space by the sink, I'd recommend making one of the false drawer faces tilt out and put in one of those plastic trays to hold your wet sponges/sink stoppers/etc. we have them on both sides and it makes it look much cleaner around the sink without the extra stuff there.
