noticed that this foam that spaces the support longerons from the outside skin which also appears to be painted over is deteriorating and seems to be excreting an oily substance that causes dust to cake (yes i know my hood is dirty). what should i replace it with?

not sure what to call that exactly, but its a term used to describe support structures on aircraft

So to actually answer your question. That is foam glue they use from the factory to stick the hood skin to the frame. Its shit glue and it fails causing the hood to flap at highway speeds. Toyotas fix is to put more glue in and make it look like a 3rd grade art project.

Leaving it the way it is has no downside except your hood will vibrate a bit (no sound, just the skin moves a bit) on the highway.

Yeah what @5nahalf said. I was aware of the issue and had the dealer fix it straight away, but they did a good job on mine. If u get the dealer to fix it, make sure they use a flexible glue, or it'll dent where ever the glue flexes.

Long time since I took any metallurgy classes, but if the steel is flexing it will eventually fail.

i was recently at the dealer to get something else fixed (which they originally said yes it was defective but no warranty because i OFFROADED the truck, so i fought them then they ""checked"" it again and mysteriously said there was nothing wrong with the truck) but if i go now they will for sure flip out about this harmless dust and deny it once again.

Even they will eventually break. But they are also designed to flex. Thin sheet steel isn’t.

It flutters ever so slightly, its not a ton, but due to angle and gloss of the hood it becomes annoying. I doubt the hood skin is going to fail at any point due to this otherwise they probably would of issued a recall for it.
