Hood won't open 02 Taco

The hood latch won't release. A couple times in the last few months this happened. The usual pop the hood and/or pull hard on the latch would release it.

This time nothing seems to work. This time the cable is not retracting and the latch is not returning. About 3 inches of cable is not retracting. I can't find anything where the cable is not retracting.

Broken cable? If so, how to I get the hood up? To make matters worse, the interior light was left on and the battery is dead.

Got any advice?
