Hood Won't Pop Open - Fixed!

I owned my truck for almost 2 years before I discovered this small "secret lever". Prior to this I was digging my fingers under the front hood edge to lift it while
muttering bad words.

why just the other day , I was looking for an adjustment of some kind or maybe a missing spring to fix that and gave up,
.....figured it might be a new built in safety feature to reduce flying hood incidents,
It could very well be an optional safety feature, and the factory ships them out in safe mode (?)
seems less likely to catch serious wind sheer or flex enough to come out of the secondary latch if it doesn't pop up in the event of an unintended triggered hood latch
