Another method is to ask to be connected to their retention dept. Almost every provider has one, and that dept has more leeway to get you deals then the "normal" phone line reps. If they don't have a retnetion dept, tell them you want to discontinue your service, that usually gets you to the retention dept directly where they will try to keep you on-board. PITA to do, but as stated above, always seems to work, assuming that they can't hold a contract date over your head.
