The Fusion is a butchered design of the gorgeous Aston Martin front end, which came from Jag when it was owned by Ford (Aston was also owned by Ford at one point).
Many years ago Fords global design chief said "You can never have too much Aston." So my best guess is since the Mustang is going global, the global Aston-esque grill is something they wanted to incorporate to keep the design theme throughout their lineup.

Also the higher front end has to meet crash test standards for pedestrians in some european countries. Ever wondered why Audi, BMW, and Mercedes front ends maintain a higher hood line and lower front bumpers? It's to soften the blow if a pedestrian is struck by them. It has forever changed the design element of German cars, and will forever change the design element of American "world" cars MUHAHAHAHAHAHAHA.
