I am having a hard time removing the step bumper cap and bumper covers so that I can transfer them to the new hitch. Can anybody walk me through this process?

I’m confused by your question. You don’t need to remove anything to install a hitch.

    Don't all 2019's come with a hitch?

OP, you should post pics and brand/model of parts, so you get some help.

I purchased a used 2019 Toyota Tacoma double cab that did not come equipped with a trailer hitch. So I purchased an OEM take off trailer hitch and would like to install it on my truck. In order to do so I need to remove the bumper pad and end caps along with the other associated pieces and install them on the new hitch.

your question makes no sense, hence why you aren't getting a response that would be helpful. The Tacoma, when equipped to tow, has a receiver already on the truck, which one would add a "hitch" and ball as you kind of suggest. If you are looking to punch holes in the bumper to install a ball through the plastic template that is on top of the bumper that is a different animal all together. I am not trying to be a douche but if you are that unsure as to how to get ready to tow. Towing is maybe not for you without some instruction from someone more familiar with towing, as it can be dangerous if you don't know what you are doing. Peace

Dig around YouTube and you should find some videos for removing them.

This one has some info. starting at around the two minute mark:

If you’re trying to install a ball to tow, you can get one of these, goes in you’re 2” square hitch receiver

I think the 4 cylinder tacos don’t come with a receiver. He may be trying to remove the rear bumper to easily install the take-off receiver.

Thanks for the support guys. The project I was asking about was the removal of all the pieces attached to the rear factory bumper reinforcement. Then the installing of the pieces on a factory Toyota receiver hitch assembly. All has been completed and turned out great!

Yes that is correct. I believe the V6 Tacoma's do come with a hitch.
