Just paid 4.99 for diesel in Pismo Beach California for my work truck. Regular was the same or .10 cheaper.

 

$2.99 in Phoenix

 

$2.32 in N GA.

 

$2.45 at the Mobil where I fill up in northwest Indiana. I suppose OP is right about supply in California being down due drone strike in Saudi Arabia (California is mostly supplied with Saudi crude) and now with refineries having to shut down to switch to the winter blend. If you don't have enough gas to sell guess what happens. I saw this coming.
