Grab the vin so you can look into the extent of the damage would be a starting point.

When someone asks you to make an offer remember you can always raise your offer but you can't lower it! Go for something a bit lower than what you'd like to pay and see what happens.

    ^^^^^^^^^^ These

For an insurance company to total the truck, the damage has to be pushing 70-80% of the value.
You're talking a 2013 $35,000 truck. It had well over $20k in damage.
That's a LOT more than the bumper and bedsides.
There are a LOT of salvage vehicles out there that have been flooded. Even if they run now, they will be electrical nightmares in short order.

To answer your question, I would not pay ANYTHING for a salvage title truck, unless my intent was to completely gut it and build a crawler.
Some insurance companies won't cover them, and if it's from out of state, you may have trouble getting it titled in your state.

He's really looking to rip you off big time.

Even 27k is about 15k too high to even consider.

Seriously though with 27k you can get a 2013 used with maybe 5,000 more miles, clean title and probably a warranty lol

The thing about a salvage, is it is not perfect condition.

Does Toyota still warranty a salvaged truck? Its your money, but i would want at least 25% off clean title. 22k.
