The top of the fan cage has a ring clamp (easy to remove) and a rusty, half-nut thing. I want to remove the plastic fan so I can clean it thoroughly. However, it won't budge, and I'm not sure if I'm supposed to remove the rusty nut thing on top. How are you supposed to get the fan off the mount?

The "rusty nut thing" is the motor shaft. The fan drum just beats/prys off after you remove the clamp, the shaft is D shaped, you probably won't be able to remove the drum without breaking it looking at how rusty the shaft is, it's probably swollen tight.

You could try some penetrating oil like PB blaster but I'm thinking a new blower fan is in your future, they're not too expensive, usually around $100.

Remains to be seen I bought the tires and wheels the rest came along
Use a heat gun warm up the plastic. The plastic gets brittle and hard with age.

Being careful pry off the squirrel cage keeping it even I have removed many over the years in this fashion

I tried all which way and just purchased a new one from rockauto instead. My old one was making a clicking noise but impossible to take apart to service.
