How to tell a leaking output shaft seal?

    So I think I have a leaking/weeping power steering rack , it’s slowly going down in the reservoir and I see some moisture/drops on the trans pan and I’m wondering if it’s a leaking output shaft seal or just my steering rack .
    I used max life ATF to do a flush on the power steering approx 8 months ago and it stopped weeping for awhile (and it’s slow now if at all) . So the droplets I saw were also a dark reddish in color ( atf is also dark reddish too)

    I had a drain and fill done approx 8 months ago also

    it doesn’t look to be a lot which makes me think power steering rack but I want to just make sure my output shaft seal isn’t starting to leak …. Maybe a dumb question but Legitimate to me so ..
