Did you check it with service gauges or just one of those "suicide cans" from the parts store?

Just because it’s charged doesn’t mean it will work. You still need a functioning pressure switch, compressor, compressor clutch assembly, AC amplifier, MAG clutch relay, and blower fan. Check all them and report back.

Did you compare gauge readings with the service manual? Chances are it’s just low on Freon, but not low enough to stop the compressor from turning on

A lot of factors here. And a lot of good tips in here from various members. To echo what they have said, ensure the blower actually works and that the compressor turns on when checking your system. If they are, then ensure the pressures are not too low using a proper AC machine to do so. If you did use the "AC system suicide by can" to fill your system up then you better suck it all out and try again. If all this has been done then you will have to dig deeper and check the pressure switch, AC amplifier, HVAC climate control module itself.

Also, be aware that these 2nd gens in stock form cannot operate the AC in hot weather 90* and up to save their lives. If it is non op only at idle and on a very hot day, then there is actually nothing wrong here.
