is there supposed to be a small gap on either side of the bolt running through the upper control arm? Not extremely familiar with lifts. Need some help here. These are the spc light racing on a 3rd gen.

Oh there will be some mods all right
I can't say for sure but I know with my jbas I actually had to pry a little to get the washers in and there definitely isn't a gap like that. Hopefully someone with a third gen and spcs will chime in.

Shouldn't be They may not be tightened up.
What me mechanic did was this:
    Installed the kings
UCA left those somewhat loose. Drove around the building and did some stops and goes. So that the will seat. Brought back in and tighten them down.

Double check the torque on those. I think they should be 85 ft lbs. Even if you dont have a torque wrench you'll know right away if they are loose.

My setup looks the same. Those washers really are not doing anything, maybe acting as a spacer. SPC arms have have a ball type joint instead of bushings. The ball has a solid sleeve which which is not much bigger than the bolt.

your first mistake was buying SPC arms, second mistake was giving them to a shop to install. To answer your question, no that gap is not normal, the grease monkey forgot to tighten your UCA bolt that goes through the coil bucket.

Spc was in the budget. This must be incorrect then.

I think there is a misunderstanding here that keeps reoccurring

It should be noted that there is the original SPC UCA and now there is the updated SPC UCA.

if you have the original style, there should be no gap.

if you have the updated style, there is now a gap showing because of the offset washer...

Jack the front tires of the ground and see if there's any play in it.

Something interesting is that these instructions are different than the version I used. The revision date on this is 01/19, the revision date on the one I used is 10/17. I was scratching my head for a minute because I did not remember mine coming with new washers. My instructions said to reuse the OEM washers.

If it were that loose I’d think you’d have some pretty bad steering and alignment issues...

Your qualifications to make a comment as such are....?

To answer the original question...if the "washers" are against the bushing insert and torqued to spec...you are fine.

I'm curious why his (@6 gearT444E ) "build thread" links to a perma-banned member's build (@PSU Taco85) with the same name? Dup accounts?
