Not sure about insulation? Oz can it be laid on top of the blown? If not pretty easy for them to vacuum old stuff out.

You can only get R12 batt insulation in a 2x4 cavity

Squashed blown in is not as effective

They should elevate the floor

 

fluffy is good. but you can probably run stringers to give you another 1" of height

Is the blown in insulation above the ceiling joists (bottom chord)?

 

Before you shit can him , keep in mind there are lots of ways of doing this stuff , as long as he has a plan to address the insulation problem and they aren't going to alter the trusses at all , it will most likely be fine

Oz, do you foresee any moisture issues? should i be concerned with that?

 

Moisture issues generally are from two causes , roof leaks and warm , moist air mixing and condensating with cooler air in the attic .

If you have no roof leaks and you don't vent bath or kitchen fans into your attic , the only thing to be concerned about is limiting your conditioned ( inside the house ) air into the attic , this comes down to properly detailed insulation and vapour barriers

just for reference, ..i've walked around up in my attic (similar truss structure w/ 2x4 bottom chords), ...i holds my weight fine walking on chord to chord (i.e. more of a point-load), ...but the loose-fill insulation is generally piled much higher, ..and for good reason - w/ that type of insulation you'll need it piled loosely and high for it to work as intended (it's the air trapped between the fibers that helps impeded heat transfer)... matted down insulation is less effective than loosely-piled.... in some climate zones it may be an option to have the upper part of the area, the roof decking done w/ spray-on type insulation..?

also, make sure your attic is vented (ridge vent, soffit vent system, ..or similar)..
