These two harnesses are plugged into blank retention slots behind the left side cubby.

I have an SR5 so I'm guessing they're for accessories not included in my truck.

Power rear window and bed outlet maybe?

Oh.....and if that is the bed outlet switch shouldn't there be another end in the bed?

Meaning I could possibly just add the outlet and switch?

You would also need the investor which is under the centre console.

The white one is for a electronic trailer brake controller - I have it on my truck- do you have a tow package? If not, is it possible they ran that on all trucks anyways? If so and if it's wired in on the other side and you don't plan on using it for a trailer, it would make a great cab pinout for a ignition switched 12v source.

I do have the tow package.

So it's just plugged into nothing up front?

Yup, you plug it into your electric trailer brake controller.

I don't know what the black one is for though, a test output??

So the other could only be the outlet or the window?

Not sure either is worth the hassle/cost of adding.

If you plan on towing, the brake control is a must. So if that black one is for a rear window slider switch, you have a convenient wire to the back if you want to accessorize the bed...

Can anyone confirm what the second harness is for?

I'd like to add a second usb charging location in that panel and could maybe tap right into the unused harness.

That white one is not the brake controller connection. The plug is a different shape and size, and is found down low behind the kick panel.

The switches on that panel on my truck are, left to right: bed/cargo light, inverter, rear window, and clutch start cancel.

I don't think that's the brake controller either. Mine was low and tucked between the firewall and the other wires. It also has a larger gauge wire for the +12v and GND. That pic looks to be all smaller gauge wire and way too high in the dash to be the brake wires.
