First thing I always do with a "new to me" vehicle is inspect everything: plugs, wires, air filter, tires, brakes, etc. This will eliminate all doubt as to their condition and you might find other problems before they give you hell
I don't recall seeing my truck do that. Usually it idles high on cold start, then slowly goes down to normal. Check the air filter and tell me what you find. Odds are, everything else is ok.

I have yet to check out the plugs, but i have put in an afe pro dry s drop in, removed the secondary charcoal filter, and changed the oil over to mobil 1. I am averaging about 21.5 mpg on my past few tanks so i doubt my plugs are bad. This is the only time it does this and it does not have any problems idling after the first 25 seconds of a cold start. I have a scan gauge, is there anything i could watch at start up to maybe help diagnose this?
Maybe it is nothing then if yours does it too.
