    loose or cracked vacuum lines.

the idle speed adjustments are a "fixed" setting "tamper" marked with yellow paint, so unless you have reason to believe someone tampered with them, its going to be a vacuum leak causing high idle

It's not the vacuum lines I replaced all of them new and have even rechecked them to make sure they are right

It's a manual transmission and the iacv is new... Everyone I talk to says it's the computer I just find that hard to believe.. I've looked for a new throttle body thinking it's that but can't find one anywhere... I don't want to spend 400 on a computer and that not fix it.. the iacv made the idle start to jump when coming to a stop when I put the new one on...

Did you try resetting ECU? Pull ECU fuse or disconnect battery for a bit. Let it idle after reinstalling for 15-20 minutes and see if that helps.
