I have this same question. Just replaced my belt. That lowest idler behind the oil cooler has resistance on mine too. Spins ok, and there's no noise. But definitely more resistance than the other 2.

According to the manual the lowest pully say " Double" on it. I'm just assuming that pulley has 2 bearings vs single bearing for the other two pulleys.

Tacodog, I'm excited to not have to drain coolant for this but did you have to drain the engine oil? I assume that most of the oil is in the pan and the oil cooler/filter mount would just leak some residual oil from block/head, but what was your experience? Thanks!
