Possibly. The mode door will close/open. If the blower isn't working, you'll hear some noise.

I the IGN fuse back in? (Not blown)
    Is the HTR relay in?

The heater fuse is in the fuse box as well as the CDS fuse (engine bay)

I guess we could check the relay powers and grounds for the blower motor.
But check the things in my post above.

Let's check the blower motor relay pins in the fuse box.
We need to know what's missing.

    Pull the HTR relay.
Turn the ignition switch ON, and the Blower (air) ON.
Check pins 5 and 1 for 12v (battery voltage)
    And pin 2 for Ground

So the fuse blows when the radar is plugged in AND when the CDS relay is plugged in?

Weird. I thought we were getting some where, but now we're back blowing at a different time.
It's back to looking at a wiring issue again. Wish I lived closer to you, I'd offer to come over help.
One guy watch a test light while the other guy disconnects and wiggles wires.

Did you ever inspect the wiring under the truck?

If you do take it to a shop make sure to tell them about hitting the pothole, as a tech info like that can save alot of diag time.
