I'm not sure I understand....

I'm a brand new member interested in purchasing something from taco912 but, I'm not allowed to post a question to him regarthe purchase. I would understand a 30 day moratorium on posting items for sale but considering it was his post that brought me to this site, I find it odd that I cannot contact him. Can someone assist me in making sense of this?

what method of communication did you try? You should have no limitations on posts/PM's/replies. The BST rules indicate you cannot post an item for sale until you've reached 50 posts, but you're more than welcome to interact with other members. Welcome to TW!

To tag someone, type "@" and then their name.
@taco912 don't know what you're selling, but found you a buyer

Edit: In your privacy settings, you can select who can and can't PM you. It appears this member limits who views their profile/sends them messages. Tagging them in the post will notify them though.

I think new members don't have access to the BST forums at all for the first 30 days but could be mistaken.

Regardless, clicking "start a conversation" will let you private message him and you can coordinate the purchase/ask questions there.

If you're unable to "start a conversation" with that member, go to the original thread/his listing, and hit the "quote" button on his post. Quoting someone replies directly to them, and gives them an alert/notification.
