My Taco.is a '17 limited 2wd, I am heavy footed, 95% of my driving is city, and average right at 19 mph. Florida is quite flat in terrain and temperature compared to many other states.

If you drive aggressively, are typically carrying a heavy load, running in 4wd, have a cap, driving in area with a lot hills, fighting winds either cross or headwinds, and stop & go traffic, all can negatively impact your mpg.

That said, my highway mpg is typically lower (15 with a load/trailer to17 empty) than city. Most of my highway is short jaunts (10-20 miles) or towing a trailer. Short highway runs disproportionately reduce MPG because getting up to speed provides single digit MPG and there are not enough miles of high MPG to offset it. Dragging a trailer can dramatically reduce your MPG, even when it is empty.
