I usually fill my tank when I’m around half empty so I decided to run my tank very low today to see what happens (said 2 miles until empty when I pulled up to the pump)... I filled up the tank until it was full, and it maxed out at 13.3 gallons. I know for a fact the tank holds 21. The dash says it’s full and has 210 miles until empty so I’m not sure if I want to trust my fuel gauge in the future.

my Tacoma has 9,990 miles, 19.5 mpg

Odd, 210 to empty on a full tank is quirky. Something doesn’t seem right. Should be way higher than that. Who knows though, I’m certainly no expert in that area. Sorry can’t help ya OP. Take care.

Could be a crappy gas pump. Sometimes those vapor cutoffs don't work right, and stop well before they should.

My vote is fuel pump problem... it's a 2019, the year of the pump recall

Stop looking at the miles to empty gauge. One of the more useless gadgets they put on newer vehicles. How many miles did you drive on the 13.9 gallons of gas? Where was the needle on the fuel gauge? When it gets to the E line most vehicles have 4-5 gallons in the tank, you had about 7 when you filled up. If the gauge wasn't on E yet then that is about right. Once you get down to the last few gallons you need to buy more. Driving up, or down an incline will force a small amount of gas to flow to one end of the tank and may not allow the fuel pump to pick up the gas.

The miles to empty is a guestimate based on the fuel mileage you got most recently. If the last few miles you drove netted you 10mpg then the 210 miles to empty is right. Depending on the driving conditions I've gotten anywhere between 4 mpg and 40 mpg over short distances which will really mess with distance to empty gauges.
