At best maybe a Service Campaign or a TSB. Recall will never happen as it doesn't meet the requirements for a recall.

Recall = A recall is issued when a manufacturer or NHTSA determines that a vehicle, equipment, car seat, or tire creates an unreasonable safety risk or fails to meet minimum safety standards. Most decisions to conduct a recall and remedy a safety defect are made voluntarily by manufacturers prior to any involvement by NHTSA.

Giving the blazing blue pearl, I would lean towards this being a 3rd gen issue. That color was not offered on 2nd gen.

My wife's 2010 Rav4 is blizzard white pearl. Either 3 or 4 yrs ago, the paint between the windshield & sun roof, started peeling off. At that time we got to reading about paint problems on the 2010 Rav4's. Of the 2010 Rav4 paint complaints we read on the computer, There were bunches & bunches of Blizzard white Rav4's that were having the same problem as ours, paint coming off between the windshield & sun roof, nearly all, at least 95%, were blizzard white pearl. When we contacted Toyota they advised there wasn't a problem with the paint & because our Rav4 was out of warranty, it wouldn't be covered. Gosh, that was expensive, body shop advised the pearl white color was much harder to match & blend, thus the excessive price.

    Interesting.

Be nice if they could do something about the shittastic clear coat on the 2nd gen Tacomas.
I see so many around here with blown clear on the hood and roof. Especially the darker color ones.
Yeah, they are old enough to where you expect it on beat up, worn out examples but I have seen some obviously cared for ones with the same issue.

My 87 pickup has bare spots on it but it is still shiny and presentable looking despite it is over 30 years old.

If you take good care of your truck it should not look like shit when it is less then 10 years old.

The clear coat is failing on the roof of my 2012 MGM but it didn't get waxed for 3 years due to surgeries and chemo.

MGM, BSP and straight black seem to be the worst ones.

My BSP truck had the paint measured by my detailer and he was saying the the paint/clear on the hood/roof on them is frighteningly thin.

I've never understood why Toyota can make such great vehicles and can't seem to get paint right. All three of mine have failing paint and they've been well cared for.

Wish they started a recall for Black Sand Pearl before I took mine to get fully painted at a body shop

Just got a Service Campaign notice from Toyota on our '15 Corolla, Super White. I haven't noticed any paint issues, though.

    Hoping they issue for MGM.

My Indigo Ink Pearl and everyone other Indigo Ink I have seen are faded on at least the roof and hood. I'm debating on getting it painted or rhino lined, but if Toyota comes out with some assistance it would be nice.

My 2007 Radiant Red has spots on the hood that are blistering and peeling right down to bare metal. The paint on these things sucks. I've had much older vehicles and never saw this happen before.

Got some issues with the clear coat and black on mine. It'd be nice to get that cleaned up.

My '12 super white is fucked, so I hope so. The paint on the doors where the rear of the window is, are the worst. Probably peeled half way. I'll have to do something before winter and salt hits it.

This is interesting. My black 2014 had the worst paint of any vehicle I have ever owned. Even with what I would consider proper care the roof was starting to discolor when I traded it in.
