Was planning on dipping my wheels black today and the temperature is going to be 45degrees today. Is that too cold to dip? I know about keeping the cans warm in between coats and dry time will be longer. But will it come out looking like garbage if I do it in 45 degree weather?

I would wait. I need to touch-up the window trim on one of my rides and I'm waiting until a warm spring day. Personally, I like warm temps and sunshine so I can set the can in the sun for a bit. Warning: heating up spray paint cans can cause them to burst or become dangerous so this last portion is to be done at your own risk. Spray paint sprays/lays better if the can is warmer so that it atomizes more. That's been my experience anyway and maybe it's an elevation thing too. Either way, I would wait until it's warmer or at least until you can find someone with a heated and well ventilated area.

I always use a cup of hot tap water to set my plastidip cans in.
Video on YouTube shows the difference.
Plastidip lays down alot smoother when can is warm.
45 isn't too cold. But Its easy enough to remove wheel do it then reinstall.

I would think you would have much better results above 60 degrees, just my .02
