Remains to be seen I bought the tires and wheels the rest came along
Physical connection issues might be corrosion on the truck side. might take some cleaning with electrical clean it might not be visible to the naked eye.

Poor fit between the pins and sockets

Your interface failed out of the box!!

Make sure the Torque app settings are set up for either Bluetooth or Wifi, depending on what the dongle uses.

I had a wifi/bluetooth compatible dongle but it would only work on Torque if I set it up for Wifi. And even then it sometimes had connection issues.

Those dongles aren't always reliable in my experience, at least not the one I had (was different than yours). Partly why I like my Scangauge more.

Neither of my 95.5 models will connect to a unit that connects well to my 2003 Camry, using Torque Pro.
I have wondered if Toyota, like GM, had a OBD 1.5 version. OBDII specs were not mandated on cars sold in the US until 1996.

Before I get bashed here, I admit I have no proof other than neither of my trucks will connect to a functional OBDII reader. Could be coincidence. They are 25yrs old, so,...

I have been researching this off and on and I have yet to find a clear answer. The first thing I would do is open the hood and look at the emission sticker, it “should” say this vehicle is OBDI or OBDII compliant. The next thing is the OBD protocols. There are a few of them and what year, make, model has what protocol, I just cant find that info, yet. I will look at my owners manual, maybe it is there. I fat fingered through the factory repair manual and haven’t found it there yet.

There is a fuse that powers up the OBDII connector and other things, have you checked that?

I was at a smog shop a few years back and there was a customer who was agitated because his vehicle failed smog again… he went on to say that every shop he goes to it fails but the car runs great. I know the shop owner very well and asked if I could take a look… sure enough, the under hood sticker said OBDI compliant and they were smogging it as OBDII. It was a 95.5 OBDI with a OBDII port. I told the smog operator to smog it under “special” and use OBDI as the protocol when asked. It passed, of course, and the shop owner just looked at his tech and shook his head. I told the car owner take all of your receipts back to the prior shops and get your money back.

My 95 was OBDII compatible. You need a scan tool that can communicate using the ISO 9141 standard and most modern ones lack support for that since it's one of the earliest OBD protocols.

Like always man, you and @Speedytech7 posted some good info.

My truck with 3.4, I replaced the hood so I can't check for information on the labels. I did check my 2.7 equipped truck. Neither label lists with which OBD system it is equipped, but there is a clue. One of the labels says the truck only complies with 1995 applicable emissions standards and cannot be sold in California, or for principle use in California. I am thinking maybe the O2 sensor monitoring (or lack of) prior to OBDII was not enough to meet CARB requirements...?

Glamisman, hope this helps with the puzzle.

One other thing, I know from my past work experience with Toyota, regulatory requirements like OBD have calendar based implementation timing, not model year timing. In other words the gov't won't say "starting in 1996", they will say "any vehicle manufactured after Sept 1995...". The gov't seems to like Sept/Oct as a deadline. If that falls part way through what a car maker sees as a model year, they may decide on a running change.

So, when you have a mid year model like the "95.5" Tacoma, strange things happen with adopting the changes required by law. They often become running changes. It's not ideal because you get different part numbers associated with one model year. Nobody likes that.

Some model changes on which I worked, the launch timing was dictated solely by mandated changes, and not necessarily by marketing or other forces that we would have liked to use as change point timing. So it wouldn't surprise me if parts of the 95.5 model year were equipped with different systems.

The 95.5 is interesting it has OBDII monitors for catalyst, O2, etc, but nothing for EVAP. But I used it to pass a couple state tests and the Ultra gauge read it as compatible. I have a pic somewhere on here about it setting emissions monitors
