Looks like you're inland in CA. It's probably pretty hard to get grass to start growing with summer around the corner. It'll be easiest to keep what you have alive and plan for the fall. I thought with the drought and stuff your water usage would be limited?

I've never had much luck filling in patches and stuff. Overseeding works well for me, but usually have to do it a couple times to get it to come back strong.

We lived in SoCal for a year when I was a kid, house had a HOA. We were renting. Hot summer, the lawn turned brown. One morning there was a knock at the door, my dad answered. Two old HOA ladies told him “Mr. Baxter, your lawn is looking very unkept. We would appreciate if you watered it”. My dad said to them “Ladies, the good Lord made my lawn brown. When He’s ready, He’ll turn it green again”. They left.

Watering lawns in a state that is usually experiencing drought conditions seems like a waste of good drinking water.
