Not sure about Hawaii, but here in Cali I see baja bumpers a lot, doesn't seem to be a problem. Check state laws though.

I've check out a thread for Hawaii state laws. It doesn't tell you much other than your plate must be a minimum of 12" off the ground. But I would find another more updated version.

Thanks Hawaiian. Wen u mean the plate is that the front skid talking about. Wouldn't that be like the bottom of the stock bumpers almost. I c guys wit their slammed toys and no way is that a minimum of 12" if that's like the same thing.

Pretty sure he meant License Plate.

Also found this. Searched google for about 5 minutes.
    Bumpers (Form Line 8)
The State sets a 22-inch maximum height for cars. Although there is no minimum
height for cars, the minimum height for a license plate is 12 inches (249-7(b), HRS). The
County ordinances require both a front and a back bumper. "Bumper" for purposes of the
Hawaii Revised Statutes means a horizontal load bearing protective system installed on a
motor vehicle which is constructed of sturdy materials that will not shatter or split upon
moderate impact and provides adequate protection against damages to the front and rear
external lighting and reflective devices, hood, trunk, doors, painted surfaces, cooling
system, exhaust system, and other components during a low speed impact.

Yeah, I wouldn't worry too much about it. I've seen bumpers here that were only made of 4" pipe. Mostly old timers but still, I wouldn't worry about it.
