Is there an OBD2 scanner that can activate the shift solenoids to make them click?

I have a 2003 Tacoma 4x4 and drained/refilled ATF after 200k miles for the first time. (Ya, I should have left it alone.) I am getting the check engine light with P0741 code whenever I get on the freeway- seems like it does not want to shift into overdrive (4th gear) or runs at a higher RPM when going over 60mph.

Before dropping the transmission pan and manually checking all of the solenoids (esp the TCC from researching), I wanted to know if there was a bi-directional OBD2 scanner that I could buy to remotely actuate the various solenoids to listen for clicking. (I'm not even sure if the 1st gens support this feature on the OBD2 scanners.)

Any help would be appreciated. Looking for the cheapest/most reliable one that can do this (~$500-$700). Not looking to spend $$$ on a Snap On OBD2 reader. :)
