Is there supposed to be any kind of oil/grease inside the tie rod boot or is my rack leaking?

I noticed my tie rod boot has torn and there is some kind of grease or liquid seeping out and occasionally leaving a drop on the driveway. Do I need a new rack or can I just change the boot?

If there is liquid inside the boot, then your rack is leaking and needs to be changed/rebuild

Its a worn rack, the boots are there to protect the joints, not retain fluid.

You need a rack and pinion.
