Is this cable supposed to rub?

    That's the parking brake cable housing.

    It was designed to rub as you can see from the extra sheath to protect it.

    Why does it have rust? Is there metal to metal there? Pic is blurred and can't tell of the sheath has a hole there. Wrap electrical tape there, or use some plastic wire loom.
