Is this factory?

I've owned and wrenched on many Toyota trucks, 4Runners, and Land Cruisers, but this is my first rodeo with a Tacoma. Bought this about a month ago, I'm really enjoying it. I'm in the process of doing the usual "block off the cabin air intake with screen" today, and I noticed this big harness has what appears to be a rubber sleeve over it, and the black tape at the ends and the hanger appear to be new. Is this factory? Or maybe there was some damage to the harness that got covered up? Note that my engine cover is removed, I probably will leave it off.

 

My 07 bought new has same thing... factory wire harness protective sleeve.
