    A mechanic's lien doesn't change ownership of the vehicle. It prevents the owner from selling the vehicle without paying the debt owed.

    People still fall for it...this guy I work with bought a used civic for his girl's son about a month ago with no title just a bill of sale and of course it wont pass smog...so yes pleanty of ignorant and stupid people out there still

    It failed smog on a technicality because there's no title, or because there's actually something wrong with it? I'm so glad I don't live in California. In Pennsylvania, the ability to register a vehicle is not tied to whether or not the vehicle can pass an emissions test.

    I've also heard of people selling late model vehicles that aren't paid for at bargain prices, but the person doesn't bother to ask about the title. A short time later, the repo man comes for the car they thought they bought and they're out a lot of money.

    Because there was something wrong with it. In CA it is actually the law for the seller to smog the vehicle before they sell it. Putting "as is" on the craigslist ad doesn't exempt you for it and the buyer can sue them. Knowing the idiot I work with he probably met the dude in a Walmart parking lot so he can't even do that. I'm sure the vehicle he purchased was probably bought at a repo auction and the guy who sold it to him was a "flipper". His girl had to pay 700 in back fees to at the dmv even though I told them they could get it waived from the CA DMV if they could prove they were fraudulently misguided about the tags not being current.

    Another reason to hate California's motor vehicle code. Even if the vehicle was just smogged like two months earlier, the seller still has to smog it again? Isn't a smog certificate good for like two years?

    No the scumbag who sold it to him isn't the registered owner. Again there was no title, my dumbass coworker bought it just with a bill of sale. The car wasnt registered or smogged in god knows how long
